The warm-list check-in (no current opening)

Hi [Name], [Your Name] at [Business Name] — no ask here, just keeping in touch. We're growing steadily and [role] openings come up a few times a year. Still happy where you are? If things ever change, you've got a direct line. Reply STOP to opt out.

The referral ask (they're happy where they are)

Glad to hear it's going well, [Name]! If you know a solid [trade] tech looking for a better shop, we'd pay a [$ amount] referral bonus after 90 days. Good people know good people. Thanks either way!
